From Vision to Reality: GovOS Center of Excellence in Mexico

In 2023, GlobalLogic was selected to build a Center of Excellence (CoE) in Mexico for GovOS, the leading provider of transaction and compliance software for state and local governments. Serving as a strategic hub for the expansion of the client’s global operations, GlobalLogic was tasked with establishing, operating and eventually transferring control of the CoE to GovOS.

Challenges

GovOS faced significant challenges in managing efficiency and collaboration across its globally dispersed engineering teams, operating in multiple time zones. To overcome these obstacles, the company set a goal to establish a Center of Excellence (CoE) in a foreign country within four months to drive innovation, efficiencies, best practices and streamline operations and reflect the company culture fostering collaborations between global teams.

The effort required identifying a partner capable of setting up, operating, and eventually transferring control of the CoE back to GovOS.

Value created

Guadalajara, Mexico was selected as the site for the new COE. Drawing upon its nuanced understanding of the Mexican business environment, GlobalLogic:

• Completed a comprehensive assessment of the client’s needs and objectives
• Developed a customized approach that aligned with the unique requirements of the Mexican market
• Drew upon its extensive experience in BOT (build, operate, transfer) model services and designed and executed a tailored plan covering the entire BOT lifecycle
• Leveraged artificial intelligence (AI) to enhance productivity and optimize quality assurance (QA)
• Delivered a standardized training process for each client product and created a library of steps, forms, and methodologies, along with the general knowledge of each product to serve future team members
• Used the latest technologies and methodologies including .NET, Node, Web UI technologies (Angular/React/etc.), PHP, .NET Core, Agile, Scrum

• Quickly and efficiently brought the CoE online, which now serves as a strategic hub for the expansion of the client’s global operations
• Consolidated dispersed global engineering teams into one CoE, making it easier to collaborate on critical engineering projects and share knowledge
• Increased ability to drive innovation, improve quality, and boost efficiencies
• Reduced costs, increased engineering agility and shortened project cycle times

Managed by GlobalLogic, the COE functioned flawlessly, meeting the client’s operational standards and ensuring a consistent level of service quality. Plans are now underway to transfer all operations to GovOS in 2026.
